This flyer is being passed around black neighborhoods in Milwaukee. I guess some Republicans still yearn for Jim Crow laws. This is reprehensible.

What this looks like is a fabrication (kind of like the CBS memo) designed to get the Democratic voter base all riled up. Seems to be working. Maybe Dems will get a 100% illegal alien voter turnout.
I also think you're underestimating the intelligence of black Americans. Of course, Democrats routinely underestimate the native intelligence of people who don't have PhD's. It's part of the reason why they think government knows best - in this view, tax dollars belong to the government, not the people who earned them.
